how can i block a person e-mail from a different internet sevices?

mark them as spam. when you have marked someone as spam, every message they send you will end up in your bulk list, and you never have to look at it again.

If you are using Yahoo's e-mail, next message you get from the person, click on it and mark is as Spam (click the "This is Spam" button) Messages from the e-mail address will now be blocked.
