Why can't I find fully customizable Internet radio stations? Popular ones are only partially customizable?

Last.fm, Pandora and Launchcast.com are only partially customized radio stations. Where I can find a station where I can build my own playlist?

maybe you should join a community radio station and make your own playlists there.
