if i genuinely cannot pick a best answer then I will leave it to voting. Otherwise I will pick a best answer. I think some people come on to answers ask a question and don't come back, other people are just too lazy

I always resolve unless there isn't a clear winner as regards the best answer.
If they're all much of a muchness and no-one stands out then I think it's fairer to put it to the community-but I wouldn't do that on 'heated' questions.
That said maybe they're new? When I first came on Yahoo I had no idea what I was doing!

1. sometimes they forget
2. too lazy
3. cannot determine a best answer and lets teh votes decide
4. and for me no internet access, I only have access while I am at work so I cannot resolved questions due over the weekend. I sometimes try to remember before I leave on Friday

Most people do but for those that dont i find it quite rude.Some people just want an answer and when they have it they just dont care.
