If you are a student, it is easy to meet Japanese students. Many colleges have ESL (English as a second language) programs. Many Japanese students come to the US to attend these programs for a few months an as long as several years. You could meet Japanese students through the ESL program.

Perhaps you could tutor a student or practice conversation together. Also, some colleges have English conversation clubs for Japanese students.

If you are not a student, you could also look to join a Japanese Anime Club. Or look in your city for a Japan American Association. Look up JACL (Japanese American Citizens League), another similar type of organization. They often have social events and you could maybe even volunteer for one of their activities to help acquaint you with new friends. Good luck!
