I am only speaking from a male perspective. The answer to your question is not that simple. If I were in your shoes I would have to ask myself some questions.
1) Did you plan on being together for Valentines Day?
2) Did his late-evening contact occur because he had an obligation to work/ or class?
3) Is Valentines Day more about you than him? Did you make any attempt to contact him?
Remember that relationships take interaction between two people. Sometimes, (and I know that ladies hate this) as a woman you have to be proactive. We men don't always get it. Yes it is true that Valentines Day is a big commercialized holiday.
And maybe he could have made plans in advance to be with you, but as guys, we don't always see the big picture. So the big day may have come and almost be gone before the light goes on and then and only then do we take action.
If he had obligations maybe you can celebrate your own Valentines on an alternate day.
I know that society as a whole, we often tend to think negatively about situations like this first. But in this case, I would like to give your boyfriend the benefit of the doubt.

BS on the "i don't have a good time Valentine's Day" answer. in case you've been a figure (and Christian) would you assert for your youngster, "Sorry, i don't have a good time Christmas." no matter if you wish it or no longer, Valentine's Day is on the calendar and until eventually both human beings at the same time agree that the vacation is incomprehensible, then you're envisioned to have a good time it a similar way the youngsters would anticipate you to have a good time Christmas. i imagine, if there become no present, and no communique then you're completely justified to leave him. Sulk and express my feelings. It happened once in 24 years because he was working overtime. He has never forgotten Valentine's Day since. I want a card and dinner.

depends on where you are and circumstances such as work or bad weather ect,
some areas have major storm and power outages ect
dont know where you or your boyfreind live, sorry
did you try calling or contacting your boyfreind and asking him why?
or did you just wait upon him to call or contact you.
