I replaced my CPU fan at the repair shop. However, this time the problem is that it deosn't stop running at all. THe current temperature in my room is around 28 Celsis degree which is a little warm. SO is it normal?

Are there ways to test if my CPU fan is working properly?
Please indicate if any other factors are relevant in determining the cause of the problem...

OK, so the CPU fan doesn't stop....
But why is it so LOUD??? I don't understand...

Referring to the last answer.... How do you stop the CPU? The fan doesn't rotate when the whole PC is off. However, I don't know how to turn off the CPU alone...

never rethink for stopping the fan !!!!!
i am sorry , but your wrong , because the fan never be stop , if the fan stop the cpu damage or you lost your cpu , the fan control the temperture of cpu .
because high temperture cause of you lose you cpu
you can know every thing about your cpu from :
restart your computer , press and hold on the delete button on keyboard till you get a blue screen (oparating system) , theere are information about every hardware from there .

LOL.....people answered your question as if its clear...you did not say whether or not it doesnt stop even if youve turnedoff your cpu already or the normal thing that it surely should not stop while the cpu is running...if its rotating while the cpu is not running then there is a major problem...one maybe that the connection to your fan is redirected(minor)...two:there is grounding problem...which could cause some other problem...including electric shock(MAJOR PROBLEM)...anyways...the bottom line is go to your nearest technician and let those techies have a look...
gee...if its hot in your place you could use the never stopping fan in your face to cool you off....nahhhh just kiddin

You don't want the fan to stop, it cools heatsink which is absorbing heat from the processor chip and keeps it from exploding (honestly, exploding).

If your fan is loud, and making some sort of a harmonic noise, open up the case and tap on it, touch the spinning blades. My fan does something similar when I turn my PC off (every 24 months or so) because it's off-center. If you tap it, it will help center the fan blades that are spinning and can get rid of the noise.

Desktop CPU's put out a lot of heat. Some CPU fans have variable speed setting increasing speed as the cpu tempurature increases other are always on, that's most likely what you have now in your machine..... Its current -15 C here now so I appreciate the extra heat... LOL
