There are only four countries that have exactly two time zones (not counting those that have more than two).
Those countries are Brazil, India, Mongolia, and Zaire.
You asked for the smallest country. That would be Mongolia, located in northeast Asia, situated between Russian Federation and China. Zaire is not much bigger. That is located in the central portion of Africa (just a little south of exact center). India and Brazil are bigger.

Interesting question, but I think there are more than one country that fits this catagory....Hmmm....Brazil, Mongolia, Kazakhstan...the link below has the map full of them, hope this helps.
