India is not Communist like China so we can not make laws like China and force people to have only 1 or 2 kids. Education & communication are key words here.
After that putting some good and useful laws in place like following. (note: these laws are not stopping couples to have more kids just stopping them for taking country for granted)
1. Couples with more than 2 children will not get any tax brakes or subsidy.
2. Couples with more than 2 children will not be eligible for reservation in jobs or education.
3. Local health departments should be questioned for not educating people properly about population explosion.

Well I don't know if it would work in India, but there is a system called Zero Population. This means for every person who dies, another is born. So a couple could have two children to replace them when they die. The population would not decrease, but would remain the same.

The population is the real strength of India today !! Just imagine if we were childless in 1970-80s how can take the opportunities in - IT, retail, other industries ??

India can stop population growth by order of wazir. Wazir ka hukam harek ko manna parta hai.

the highest birth rate is among the poor.
a larger proportion of population lives in poverty.
therefore, it is difficult to bring down india's population growth drastically.
once the poverty is overcome, all other measures to bring down population growth will follow.
