Retarted means: slow or limited in intellectual or emotional development or academic progress.

He, refering to David, might physically and mentally have retardination...

He, David, is just being made fun of by being called a name that means that that person has a problem. But not really retarted. That word is used like the word "stupid." A sentence : Bob is stupid. Now, he is probably not seriously stupid the word is just used to lower "Bob's" self-esteem.

If you do mean 'retarded', that seems to be a word that is still used in the US, but in the UK the word is outdated and offensive. We would say that a person has 'a learning disability' or 'cognitive impairment'. Anyway it means that the person has some sort of brain damage which might affect their understanding, or ability to learn, to varying degrees.

I think the word 'retarded' implies that the person is some how behind or beneath 'normal' (word used loosely) people, and I know some people with learning disabilities who are much cooler and enjoyable people than some without a disability.
