Basically, the same way that you talk to anyone else.
Try to find a topic that both of you can converse on. If it is a short conservation, comment on the weather, their health, pick a topic. If it is a long conservation, ask them about their life and experiences. You might learn something. If you are used to talking about yourself--might not be the best of conservations. A lot of older people are very opinionated on current events---especially politics.
If they are mentally deficient, it can be difficult. But just because you think they are mentally deficient does not mean that they are mentally deficient.
