I think you should use some good antivirus or antispyware to solve
this problem, cause if this file is in your processes list, it'll be difficult to get rid of it. Look at http://www.securitystronghold.com/gates/spyware-adware-solutions/inetmgr_inetmgr.exe_solution.htm There is some information on this problem.

use Norton's or your antivirse programs, if that doesn't work move the program somewhere else in the computer, reboot and delete it. because sometimes of you try to delete i it'll tell you that this program is important for windows or something so if you move it it can let you do that then delete it.

Here's a discussion thread on steps to remove the program... http://amazingtechs.com/index.php?showtopic=16146

You will need Hijack THis http://www.majorgeeks.com/download3155.html

I would also suggest Adaware http://www.download.com/Ad-Aware-SE-Personal-Edition/3000-8022_4-10045910.html?part=dl-ad-aware&subj=dl&tag=top5
