Drink plenty of water, it can be a sign of dehydration. I suffer with bags under my eyes, and I used Boots own cucumber eye gel, which is only about £1.80 and does reduce them. I use it twice a day, along with plenty of water.

Sleep, drinking plenty of water, leaving alcohol alone, never getting stressed, not smoking, moisturising regularly. All those things we wish we had done when we were younger!
If you find out, let me know, I've tried all sorts and still look like an advert for the walking dead!
Good luck
