It would be Kofi Annan right now, since he is head authoritarian. The U.S. has backed out of the U.N. to promote Bush politics and policies with his illegal war in Iraq. No WMD's remember? The U.N. sure didn't forget, and neither did Kofi Annan.

the most powerful are the representative of the countries who are permanent members of the UN security council. this is evident when these 5 permanent members decided few years ago to impose sanction on trade and others to some countries like Iran after the cold war and recently the war on Iraq where US played a vital part.
