The sign coming over the horizon (the Ascendant, or Rising sign) changes approximately every two hours.

The Rising sign is the part of the chart rising on the Horizon to the East at the time of birth. so to do the calculations to get this you would need your Birth Time and Place.

...then why we people are sitting in front of our computer??? Provide your birth detail we will let you know your Rising Sign...But one thing...I know only to work according to Vedic Astroloy (Indian Astrolgy) and not western style.
