Yes! It happens in all sports. You rarely hear about it because most umpires and other officials are not well known to the public but it does happen.

It's been known to happen, but it's often done in other ways. Remember the brilliant negotiating stunt by Richie Phillips that cost a bunch of them their jobs? The leagues merely accepted the resignations of the horrible ones (along with the union types).
Hint, if you're going to try this trick again, don't do it in September, when the minor league umps are suddenly available.

Yes they can and do, you don't hear about it as mostly they just get put down to lower leagues and others are brought up. But now a days, every play they are involved in is copied on computer and they are to see what they can do to improve their performance. This includes calling balls and strikes, safe and out, fair and foul, and rules. This also goes with NBA refs who can also download a play during half time to see if they got the call correctly. Much has changed in the past few years.
