He's just an older version of homer, you can even stretch his skin back and it's homer. He has his moments of likeability, like when he saved bart's life after monty tossed him in a safe to the bottom of the lake? Or when homer and him went travelling selling the sex tonic? Yea he's annoying and embarrasing sometimes but whose grandparents aren't sometimes.

He's a composite of many people in an old age, much like his son is a composite of many people in their 40's in the late 1980's or early 1990's.
