Muscule is heavier than fat do light exercises then gradually get heavier exercisers this should make ur legs a lot stronger.

Fat distribution is primarily a function of genetics. If you're male, chances are you'd have to get a vast belly before you'd get that much fat on your legs.

So I'd aim for muscle.

Cycling would be better then walking, though anything helps. If you have access to weights, squats, deadlifts, leg press will all help you bulk up your legs.

The fastest way would probably be squats a couple times a week, using a weight you can do 8-10 reps with.

Eat plenty of rice and walk. Like my Nana says, "rice is for the belly of the legs!" Its meat/muscle what makes not fat.

i walk up 13 flights of stairs everyday in the car park, my knees now look like i should play rugger, there massive and not very attractive on a girl!! you wanna swap????

i know it sounds strange but when i work out my arms my legs get bigger
