That is a reasonable enough computer, assuming you don't want to play games. I doubt you have 224 MB of RAM, but if you do have 256 MB RAM (with maybe used 32MB for an on-board "shared memory" graphics chip) then that is a little low. It should be fine to surf the 'net though!
More often than not the problem isn't with the hardware, but with the operating system software - Microsoft Windows.
It sounds like you have done a little investigating already, and yes, Apple computers (running Mac OS X), do not suffer from this same "Microsoft Slowdown". They are also not prone to the droves of spyware, adware, trojans and viruses that affect the insecure and badly written Microsoft Windows operating system.
If you don't feeling like splashing the cash, then you can give your current hardware a new lease of life by upgrading to the Linux operating environment. You can download it free from here:
http://www.ubuntu.com/
Ubuntu Linux works just fine with the hardware you have, and you'll be able to surf and email in a faster, virus-free environment!

You need to upgrade the RAM on the laptop. Is the hard disk really working hard when you say it is stalling?. This is a sign of insufficient memory.
Upgrade it to 512MB (or 1GB) , and you will notice a difference in performance. Also, unload any unnecessary software that loads at startup. This wastes memory and slows the machine down.
Finally, if you are running XP, defrag the hard disk.. Do that my right clicking on 'my computer'. Select the 'manage' menu item and click on 'disk defragmeter' and follow the instructions.
The person who told you to get a new computer is probably hoping to get yours as a hand me down. Seriously, if you are using the computer for internet browsing and other light duties, a RAM updrade is all you need.

a classic too many programs running, the spec you have on the pc is good enough for most jobs you should want to do,problem is when you have all these unnecessary programs running in the background then all they do is chew up and use memory, look in your system tray and look at them pretty little icons that sit there, all the ones you are not currently using neednt be there, all they are doing is using memory unecessarily.close them down by right clicking and click exit or better still set them not to start automatically when windows starts.another thing is get and use a registry cleaner, unnecessary and orphaned entries in the registry are another problem for slowing down your pc and finally do you use the maintenance tools on your pc,defragment your hard drive you will be surprised how much difference it can make.if you do these things then once again you should be fine and as well as that save yourself the cost of another pc.

the reason you have 224 of RAM is that your onboard graphics are using 32mb of the 256mb you have installed.
get a higher ram module maybe upto 1 gb in that system and watch your computer FLY

Can you upgrade your ram? It looks like your configuration doesn't support a lot of ram and maybe you should look into that. That may solve your "stalling" problems.
