Technically yes, practically no.
While the allegations of minority appeasement against one national party are true, it is equally true that the other national party is anti-minority.
Unfortunately, there are no neutral players at the moment, who can treat all religions equally.
Only hope for the country now is when the election agendas focus of development work/ masses get educated (not just literate as per government records).
India will become a secular nation when people vote for candidates who promise to take the nation forward, not just their community.

I suppose INDIA is not as much secular in spirit as it is in letter.I understand secular state as one which upholds no one faith/belief to the disadvantage of the other,though a radical "anti-god" doctrine also finds a place in the meaning & understanding of the concept,as in case of a country like france.
However, we in INDIA have tried a break-even between the two extremes.This, i think, is proving to be a loose-ends-like situation,for, you have our constitution talking of constituting INDIA into......a secular......nation, but at the same time providing for religious freedom-with enforcibility power to the later.
The philosophical part apart, to be or not to be secular has more to do with an individual's mind set & little with ideologies.
Well, to straight answer your good question, INDIA is yet to go a little long way to call itself a "complete" secular nation.....

india can but only if politician want because our politicians can keep india be a secular or insecular
but if bith government and people really want secularism then they must go hand -n hand with every community with unity, integrity coordination and delegation which require must. we can assume that india can become a secular if any big changes in come into existence as any leader really want it then its possible
