When they are all caps, it means they have the lyrics for that version. RO stands for Romaji, KA stands for Kanji or the japanese handwriting and EN for English lyrics.
But if you're looking for translated lyrics of Jpop songs, try www.cherryblossom-garden.com. I usually get some of the translations from that web. Hope you'll find what you're looking for.
