THey have a Nuclear reactor. THat requires a high level of technical skills. It is an Oil rich nation which also mean it is rich in natural gas. It would be cheaper to make electricity out of natural gas than Nukes. My statement in the world is the Western world helped Iraq with their Nuclear power plant. The reason Bush was so sure on Iraq's Nuclear program was that we helped them. THe thing was he couldn't believe someone would actually keep their promise to dismantel their own program.
