Development as I would perceive it , is not necessarily a moral responsibility at all. My moral responsibilities include obeying the law , supporting myself , my family , & nurturing any children I bring into this world.

Development would seem to involve things more in line w personal betterment, which I may or may not pursue depending on personal motivation & esteem needs.

This is a difficult question to answer since you dont define what you mean by development. If you mean by level of maturity or responsibility, than I dont believe morals have anything to do with it. Nobody 'decides' to be responsible or mature, its just each individuals nature. Ones morals can be decided. We all know the basic right and wrong of things, usually.
