Yes, they do convict a few war criminals of the winning forces but usually low ranking individuals of no importance... the victors of every war write the history books too...darn shame as most of history is bunk,,,but that goes back to the beginning of time.

No - sometimes civilized countries like the USA and UK prosecute soldiers who have committed atrocities in war

Yes.
Tony Blair, George W Bush, you don't see them being prosecuted for starting a war that the UN considered illegal, for reasons that were based on facts that were made up (e.g. Lies).
Only Sadam got hung. They will not.
