The ghost image is created when you receive the TV signal on two different paths so that there is a delay. The stronger signal will "capture" the synchronization circuits of the TV, but the ghost will arrive just microseconds later and appear as well. In radio work, it is called "multipath". You may have a good direct path from the transmitter and a second path reflected off some local hills or buildings. Sometimes re-orienting your antenna can get rid of it. Cable solves it completely, but costs a pretty penny.
