The better place is Malaysia if you want to learn English as Malaysia had been a British colony and the Brits established a fairly comprehensive schooling system that is still being continued today.
The Philipines are greatly influenced by the US and they speak American English rather than English English.

If you in malaysia or Philipine, i would suggest the best place to have better learn english is British Concil. Try to look under british concil at the net for the more info. In malaysia you can get it in ampang and Penang. Im not very sure in Philipine.

Singapore IS the best place in Asia to learn English (Oxford, or Queen's English) without the "Americanised-English" they speak in the Phillipines. Furthermore Filipinos speak more "tagalog" than English among themselves so that makes Singapore-Malaysia better as many locals converse in English.
It is a lot cheaper to study in Malaysia but you would have to be extra careful in selecting the better schools. Check with the British Council in your country, or those in Singapore-Malaysia.

Malaysia has been a British colony; hence, they speak British English. Philippines speaks American English and it is still English. You can learn English in the Philippines even from children. They may have wrong grammar but people learn better from their mistakes, right?
If you decide to come to the Philippines, you might as well come to Baguio. It may not be as beautiful but most people here speak English - and they are fluent with it, especially the old ones. :-)

Malaysia would be a better choice. They (Malaysian) speaks a fairly accented free English (I meant the actual / better English schools) whilst the Philippines would be heavily accented. Wouldn't recommend Singapore though as they (the Singaporeans) has a very, very strong Hokkien(?) accent. You can tell from miles away the the speaker is Singaporean while for a Malaysian, you still have to guess. Filipina, can tell immediately.

For sure, Malaysia. Even more specific, In or right around KL (Kuala Lumpur). There are several world class English Language schools in the area that cater to the Business market.

the philippines is better because you can get an education for a much cheaper rate since the US exchange rate to a dollar is much lower than malaysia. Cost of living is cheaper in the Philippines also if you have already earned in dollars. Malaysian ringgit is very strong.

The Philippines is the world's third LARGEST (in terms of population) English Speaking country next to the US and the UK. English as a Second Language (ESL) is taught almost everywhere and they are relatively cheap. Most Koreans and Chinese go to the Philippines for their ESL.

English is widely spoken throughout the Philippines. Almost everybody speaks english. Consider Philippines if you cannot afford UK or US education.
