Here's a place to download low level boot disks for NT,98,DOS6.2, and Xp. Save them to disk. Install on a floppy. Reboot and in setup change your boot sequence to Floppy Reboot
once you get the A: prompt type Format C:
and then yes to continue?
Note: This will completely format your hard drive and there is no way to recover once performed.

I prefer u to do low level formatting i.e dos formatting.
1. Took windows 98 CD boot with that CD
2. on dosprompt Enter CD drive, enter CD WIN98
3. and enter FORMAT C: press enter, (like that all drives)
it wont show any warnings , it deletes completely and avoids bad sectors in low level formatting

well from what im getting here i think you are trying to format your harddrive from withen windows!! so sure the OS will block you from doing that other wise it will destroy it self. what you need to do if you are sure of what you are doing is to boot to dos promt when you start your pc, or if you have a bootable winxp you can like boot you pc from it and there you can do your format. Best of luck
