Yes, because if you follow their route to the World Cup finals, you will see that theirs was somewhat identical to 1982(the SCANDAL and their LUCK) but the teams they had to face were beaten in between themselves(France beat Brazil and Germany beat Argentina, England beat Portugal) such a neutralization lead to only one team emerging... ITALY!
they only had to face France and Germany as teams and then they had enough skills and luck to win the Cup

And I don't exactly agree with your statement, footballl isn't decided on paper -- its what happened on the pitch.
Though yes, Italy were lucky to go through at times, but really, they defended superbly and improved steadfastly.
Ultimately, they won it this time around.

Your question can be answered just by looking at what is currently happening within Italian soccer. Its full of scandals. Day after day its something new.Its a shame that money these days can buy anything!Including sport.
