Yes, once you are arrested, you give up all of your rights while incarcerated. Generally, if an inmate has not caused trouble, they won't pry, but if officials are given any reason to doubt the validity of the inmate's mail (both incoming and outgoing), they have full authority to inspect (including reading) any mail that is sent and received.

The Supreme Court has held that prisoners do not forfeit all of their constitutional rights simply because of conviction and confinement in prison. Prisons & incarceration necessarily limits many privileges and rights.
The test used to determine if a prisoner's rights have been violated:
1. Was the act rationally related to the legitimate penological goal of motivating good behavior? If yes, 2. Was there an alternate means of accomplishing the prison's goals without restricting the prisoners' rights? If no, then the policy or act was is probably a valid restriction.

No one reads the mail, after being scanned for objects are paraphernalia, it is gave to the person it is addressed to. It does not have to be open to scan.

Yes, they're usually screened. Letters going out are also screened.

yeah, they can open it to check for contraband, but as a general rule they don't really read it. (at least thats how it is for adults)
