Chip aren't 64bit. It's the processor who support a 32bit or 64bit instruction.

I do not think there's an exact "chipset" named Intel 915GV.

However, there exists an Intel processor named Pentium D 915. If this is the one you're actually talking about, then it is, it's 64-bit compatible.
