This question applies only to New Delhi and surrounding area Indians so I apologize for the short-sightedness of the question. What do you think is holding down the effectiveness of Delhi Police? I think more than corruption, "It's the lack of professionalism" that is the problem. If it were up to me, I would suggest the gradual "Americanization" of the Delhi Police Force.

You are right, its more than corruption. However, I am not sure the Americanisation is the solution. American police, and this cannot even be generalised, are not ideal model for any other country, let alone India. They are ideal for America and within America according to the local conditions and demands.

If the main problem is lack of professionalism, which is also a branch of corruption, then proper training and zero tolerance for the lack of compliance is probably the best solution. Those who behave professionally and perform their duties to the best of their abilities should also be handsomely rewarded as an example of recognition of their efforts. Otherwise, we'll go back to square one.
