Companies already are notorious for getting RID of workers who have stayed long enough to earn longer vacations, higher pay, etc. Replacing them with new, young workers means lower costs for companies. Maybe you're young and aren't aware of this. If workers job hop, it's often the only way they can get a better situation. Maybe you don't know that paid vacation and sick leave are becoming hard to find. States, if anything, should offer incentives to employers to keep their senior workers.

the government need not get involved here.

people job hop because there are better opportunities else where.

companies can do several things to try and keep employees.

1) grow the company and create growth opportunities for employees

2) bonus and compensate accordingly

3) create a enjoyable work enivroment that supports both productive worklives and gives space for employees to enjoy personal/family life.

you can't keep everyone...
