Well, you can change your behavior through counseling. Eventually, if that behavior becomes totally integrated into who you are, then, yes, character can be changed.

Well as character is defined in counseling, the interaction of temperament which is inherited and the environment, probably not much can be done about that.
Where the change occurs, if it occurs, may be more in the realm of personality which is your unique combination of habits, disposition, etc.
Counseling typically focuses on your actions, choices, thoughts, emotions, etc. but does take into consideration the person's gender, race/ethnicity, environment, and family system.
Counseling, at its best, will be collaborative and active where the client and counselor work together to help the client set and reach obtainable/realistic goals. For changes to occur and persist in and out of counseling, motivation and action are required by the client.
It really depends on what wants to be changed getting paired up with an effective and competent counselor. Not every type of counseling will be appropriate for every problem.

No, character is some thing one inherits from his/her parents through gens. But you can change the conduct of a person by counselling, as conduct is formed by environments and society the person is coming in contact.

People never change; they get better or they get worst but they are still the same.
But to get better the person must be willing and have the strength do the change. No one can force anyone to change
