You can love anyone and no one cares but it is important that the other party loves you or not. These answer is applicable if your question means one sided.

Why not...i'm a strong believer that Love will always win forever..no matter if its one sided or bothsided,if its in India or some other country.
Essentially talking in terms of Indian context,people here see love as something that's related to out-of the box thing.They feel if one loves,he's losing some other thing...simply put many believe

which is not true.As for one sided love...if you never say it to the other partner,things are not going to change.simple logic...How come you say you are going to pass/fail the exam if you are not attempting to write it?

Just tell her.. probably through a letter and a gift. Ensure that you don't put any cheap language. If you can be poetic, be poetic. But don't make it to look immature.
If you have enough courage, take her to a restaurant and put down your feeling openly and honestly. Most of the girls love honesty.
Tell her the reasons why you love her and what are the things you can do to her in future if she agrees to you.

If she is not responding, forget her. Concentrate your extra energy in your work or studies,there are many more fish to fry, as the saying goes, so don't be disheartened. Take some other work to do, if you succeed in your work or studies, who knows, she might get interested in you seeing that you are serious about your studies and work.
