Pokemon Ruby Version (Gameboy) HELP?

Question

Ok so im supposed to battle the gym leader for the SOOTOPOLIS CITY ( the city thats underwater from some island or something) but the gym leader isnt there so i figured i must have missed something. I cant think of what, i have sootopolis, and ever grande city to go. But i cant find that damn gym leader. I figured i must have forgot some quest or something and then i remembered something with the red orb - and i was supposed to take it somewhere. But i couldnt find my gameboy charger, and its been months. Anyone got a clue as to how to solve this? It would really help, if not some link to some game site thats really helpfull or something. Sounds to me like you haven't beaten team Magma yet. You have the dive HM so I'll instruct you from there.

Go to route 128 and dice underwater. Explore the underwater area and you should find an underwater cave. Enter this and you'll find the submarine that Team magma stole. Surface here.

You'll find yourself in an underwater cavern. Inside are several rocket grunts. You'll need both strength and rock smash to get through here. Mkae sure your team is about level 45 before you come here though.

Use strength and Rock smash to get to the main part of the cavern, then go and explore the cavern. You need to defeat each of the magma grunts you find, as you need as much experience as possible. If you find yourself in a watery section with currents, you're nearly at the end. Beyond the water currents, you will meet the admin you battled at the weather institute. Once you beat her, you can continue.

Once you reach the final room, look out for an item. It is TM26, which contains Earthquake, one of the most powerful attacks in the game. Continue on from there to begin your showdown with Maxie. His strongest pokémon is a level 43 Camerupt. It will cringe and fold top a water attack. Use a psychic, electric or a rock attack against Crobat and a Fighting or Bug move against Mightyena. Even though you beat him, you cannot stop him from awakening Groudon, putting the world in jeopardy.

Head to Sootopolis and head to the very back of the city. You'll find Steven and wallice, the city gym leader. Upon seeing the red ord, he will allow you to enter the cave of origin. You will need flash to explore the cave. Look out for HM07 (waterfall) about halfway down.

At the botttom is Groudon. Save before you fight it, since you only get one chance. The battle will start as soon as you enter it's field of vision, so save behind it. Groudon is level 45.

It's ability and moveset can easily fool you into thinking it's a fire type. It's actually a ground type. It will know the following moves...

Slash
Bulk up
Earthquake
Fire blast

It's ability drought intensify's the sun's ray, making fire blast devastating. It also has high attack and a STAB (Same Type Attack Boost) Earthquake, which can tear your team apart unless you have a flying type. Your best bet is a rain dance Gyarados. Get rid of the sun to weaken Fire blast and then hit Groudon with moves such as Dragon Rage. Intimidate will reduce it's formidable attack stat as well, but watch out if it begins to bulk up. Slash can tear Gyarados to pieces. Don't forget to put it to sleep when you're about ready to try and capture it.

Once you capture/defeat Groudon, you will have restored the world. Now you an challenge the gym leader. I won't go into too much detail about the Gym but I will say that they like water type pokémon. watch out for Wallice's Milotic.

If you're in Pokemon Ruby, you've got to take on Team Magma and get the Red Orb and take it to summit of Mt Pyre (which is near Lilycove--it should appear on your map). Once you've taken care of things you'll get the chance to capture Groudon in the Cave of Origin, which is located inside the city of Sootopolis.

After you've restored balance to the world, beaten down Archie of Team Magma, the Gym Leader for Sootopolis should return and you can take him on. Once that is done you'll have the chance to proceed to Ever Grande City, Victory Road, and the Pokemon League.
