There are two problems in the Indian team:
1. Inconsistency of batting by some players, like Shewag or Tendulkar.
2.Not very strong pace attack.
Frankly speaking, if Indian team can improve their batting, there is a good chance that the team will go to the final. But right now I would put the chance not more than 20%.

Yes Indian cricket team has the ability.
What then lacks?
1. Inconsistency of performance level. Brilliant at one day and absolutely pathetic, the other day.
2. All players click at the same time and fail at the same time. I mean all players will either play well or fare miserably in the same match.
3. The bowling dept. of the team need to be picked up. Hopefully, as they have played in last 7 matches in India, they are finding that rhythm in their attack.
4. Fielding is more or less there.
5. If they have an answer to point no. 2, thats the key, India could emerge as winners.

It's not about consistency, but about persistence. If a sehwag doesn't play or a Dravid doesn't play, it's ok. There are others that have to stand up until the win.
How many times have we seen India snatching defeat from the jaws of Victory. How many times did we watch India collapsed losing hellua wickets for single digit runs?. Are they still not carrying the title 'the chokers'?
It's because of the mindsets of Indians. Once they reach a milestone, they think that their job is over. The latest example is Srilanka-India 2nd ODI. Ganguly and Tendulkar were going great guns until their reached their 50s. After that Tendulkar meddled a ball for no reason and Ganguly chased a wide ball. They played as if they were not interested anymore. Now they are presented with accolades that they batted well and all. Ganguly might have earned the name "He is back with a bang" or Tendular 'is back into the 90s' but for me it was disappointing because what matters at the end is 'win'.
Indians hold a lot of records. But is it not a shame that India doesn't have too many wins in it books?. Look at Australian players. They have many wins and few records.
Doesn't it tell us clearly where the problem is?.
With that background, answer to your question is "yes" because it has people like Dravid, Ganguly, Tendulkar, Kumble, Sehwag. But that "yes" is followed by an "if" condition.

Indian team selected for the world cup has a mix of experienced and talented young players. If the players perform to their potential with lot of application, dedication, determination and fighting spirit, India not only reach the final but also win the final and the world cup.

No! India will not reach even the semi finals with their current performance. Australia, West Indies, Sri Lanka and South Africa, those are the teams that have a good chance of being in the finals.

They should have the ability to reach the finals. I am disappointed about my countries team Australia suddenly losing to England so you never know. Remember Pakitan can into form from the second half and so did Australia one time.
