Yes. The laws in Illinois regarding tattoos and piercings were changed as of Jan. 1, 2006. It lowered the legal age from 21 to 18.( and with the exception of physicians.) It also made specified changes in crimes regarding tattooing, and increased the penalties for violations from a class-3 misdemeanor to a class-1 misdemeanor. (Public law 94-0684) .
