If someone is worried about this (I'll assume that in your case, this is simply an academic question) they should consider that they didn't include all of their debts when they initially declared bankruptcy, or that they didn't seek credit counselling after the initial bankruptcy to learn about personal financing strategies.

Last year, the Bush Administration pushed through a series of rules to make declaring personal bankruptcy quite a bit harder, so one who is considering declaring again should do lots of research to see if they even qualify again.

You can only file bankruptcy once every 7yrs.

Here in Canada I think it's 1 or 2 years.

In your country I don't know
