Marketing. Humans and computers use different numbering systems. Humans and decimal systems use multiples of 1000 to differentiate between k, M, and G.
Computers and binary systems use multiples of 1024, or 2 to the 10th power, and use multiples of 1024 to differentiate between k, M, and G. For marketing, using units of 1000 gives a slightly larger number. Let me give you an example.

You have 30GB on your player. That's roughly 30,000,000,000 Bytes.
Divide by 1024 and you get 29,296,875 kB.
Divide by 1024 and you get 28,610.23 MB
Divide by 1024 and you get 27.94 GB.
That's where your discrepancy comes in. If I wanted to market your player, I would divide by 1000 instead and get 30GB because that is a larger number. You can do the same thing by looking at the properties on any file on your computer. Check the properties of your HD. My laptop came with a 40GB HD. However, looking at my computer the properties says only 37.2 GB. Same reason.

well first you would have to know that even though there is 30gb .. the operating system and any files associated with the actual functioning of the device takes up some space.. then.. how much stuff do you actually have stored?
