I am looking for something either close to DART rails or freeway that does NOT accept section 8 (quiet, clean, nice) in the Las Colinas/Valley Ranch area that is moderately priced

DART Rails are no where close to Las Colinas or Valley Ranch. Right now it is planned only as a "future extension." So you'll have to go with near a freeway.
I would say that most apartments in this area are certainly not section 8 properties. They are almost all between 10 and less-than-1 years old. Not sure you are going to find anything moderatly priced. I would suggest you use apartment locators or some other search service to at least get an idea.
