Pavan's advice is very good, although I note that someone seems to give him a thumbs down on his 'Toastmasters' suggestion - perhaps they had a bad experience there - they tend to be more accepting of people with a genuine interest in improving themselves and helping others.
A couple of other suggestions, get a group of friends together and spend an evening each week ONLY speaking English, but make sure you have a good time that night (go to different places so that the conversation - in English - will be different) . Learning while you are having a good time is very easy. Another suggestion, consider joining a singing group of choir if there is one in your area that sings at least some music in English. You might find that singing 'unlocks' your confidence in the language (and in standing in front of people). Singing teaches pronounciation and enunciation, and confidence. Don't worry if you aren't a good singer, you'll get lots of support. And finally, carry a dictionary with you, and always check what you write. Cheers,

the best and easiest way u can learn proper english( written and then spoken english gradually) is by reading english papers daily.
make it a regular habit.
read papers like hindu which are well known for perfect
english.watching channels like bbc will help too.
read english books. to start with let it be small easy to follow magazines or books. slowly u can go for bigger volumes.
always make sure u keep a dictionary handy and whenever in doubt about any word immeaditely check it u and then u will never forget the meaning.
start slowly conversing in english with simple sentences with your contacts.try it with ur near and dear who wud correct ur english if there r any mistakes and help u.
and most important be confident and its no big deal to speak perfect english. remember that nothing is impossible and u can do it.

First it's "weak" NOT "week" and secondly, you need to take ESL (English as a Second Language) classes at your local community college. This is really the only way to go about improving your language skills, as they will teach you the right way in a logical manner. All of the other suggestions will be virtually useless to you, as you need to learn the relationsip between English grammar, the written word, the spoken word, and the words spoken BACK to you, and the interaction of all the above. Really, just listening to TV, or reading the nespaper, or practicing, is not going to cut it. Get to your community college and take a couple of ESL courses!

Set yourself achievable goals
You know how much time you can dedicate to learning English, but a short time each day will produce better, longer-term results than a full day on the weekend and then nothing for two weeks.
Joining a short intensive course could produce better results than joining a course that takes place once a week for six months.
Here are some goals you could set yourself:-
Join an English course (and attend regularly).
Do your homework.
Read a book a month.
Learn a new word every day.
Visit an English speaking forum every day.
Read a news article on the net every day.
Do 10 minutes listening practice every day.
Watch an English film at least once a month.
Follow a soap, comedy or radio or TV drama.
A good way to meet your goals is to establish a system of rewards and punishments.

The visual learner
Do you need to see your teacher during lessons in order to fully understand the content of a lesson?
Do you prefer to sit at the front of the classroom to avoid visual obstructions (e.g. people's heads)?
Do you think in pictures and learn best from visual displays including: diagrams, illustrated text books, overhead transparencies, videos, flipcharts and hand-outs?
During a lecture or classroom discussion, do you prefer to take detailed notes to absorb the information?
!Learning Tip - you may benefit from taking part in traditional English lessons, but maybe private lessons would be better.
The auditory learner
Do you learn best through verbal lectures, discussions, talking things through and listening to what others have to say?
Do you interpret the underlying meanings of speech through listening to tone of voice, pitch, speed and other nuances?
Does written information have little meaning until you hear it?

Travel to an English speaking country:-
England is only a few hours flight away.
Specialist holidays are available to improve your English.
Take an English speaking tour or activity holiday.
Spend your time on things that interest you. If you like cooking then buy an English-language cookbook or find recipes on the net and practise following the recipes. You'll soon know if you have made a mistake!
Keep something English on you (book, newspaper or magazine, cd or cassette, set of flashcards) all day and every day, you never know when you might have 5 spare minutes.
If you are too tired to actively practice just relax and listen to an English pop song or talk radio station

Don't fall for these Rapid Learning courses. If you want it good, you spend good (time not money). So keep speaking at every opportunity you get - be brave enough to face ridicule, insults-ignore them for your benefit and get even once you get your English right.
Nothing like Practice to make you perfect :-)

Other alternatives: watch movie, news, listen to radio, read textbooks about English, read other books, newspaper, practice speaking English... Hope it will help

watch and listen to old movies when proper english was spoken,
visit the library and talk to them maybe there is a class being held,join a club where you will have to communicate in english.
do not learn from this site as most of the english is atrocious.(really bad)

the best way is to get the mirror effect,,, stand in front of the mirror and speak to ur self also record your voice.
Review your way of speaking and the accent and try to improve on it.
Try it for at least for 15 min a day and you can see a lot of difference.
