Certainly long sleeves are the best for coverage. That's not always feasible in a cocktail-style dress, though.
Here's a suggestion: look for a dress (sleeveless, strapless, spaghetti straps, etc.) that comes with a light little jacket. I have a sheer "jacket" thingie that goes over one of my tank-top-type dresses and even though it's like, 3/4 length sleeves, it's semi-see through, so it hides the arms but lets your nice dress show.
Also, if you pick any dress you like, go down to Macy's or another department store, and go to the department where they sell hats, gloves, and scarves year round. Buy a pashmina or wrap or a wide scarf that you can wrap around your upper shoulders, or just leave hanging loosely around your shoulders and arms.
I'm sure you could also find a shrug. I personally do not think they look very good on anyone, but it's possible you may find the right combination and it will work!

Long sleeve with no cuff. Make sure the sleeve starts at the shoulder and not down the arm... you want to lengthen the arm. Also don't wear large patterns or lines going around the arm...Stripes going down the arm is good. It's best if the color is a darker one, no white.
For Cocktail/semi-formal use 3/4 cut sleeve or even a long sheer sleeve. If it has to be short, cover the largest part of the upper arm.

Three quarter sleeves-- hitting just below the elbow, are the most flattering for chubbier arms, because they take attention away from the upper arm to the elbow area, which is typically much thinner.
Simple spaghetti straps are also lovely, and flatter any type of arm.
Avoid cap sleeves like the plague. They tend to highlight the most troublesome area right below the shoulder.

Raglan sleeves and dolman sleeves are in fashion now and allow comfortable range of motion for the arms. Bell sleeves can also be very complimentary depending on the cut of the outfit. Long sleeves that flow in an a-line style can be very elegant, too.

I would say strapless. That way, there isn't too much pressure on the arms to make them appear even more chubbier than they really are. Also, shawls or those like cardigan sweater thingies go good with strapless dresses; allowing you for some coverage, if you are extremely worried about it. G'luck!

You know those little cardi's that come half way up your back. i dont know what they are called?? They look beautiful over dresses and shirts. Well actually they go with anything and look pretty on any body shape.
