It depends on the bike. A multi cylinder will still start and run, a single probably won't. What makes you think the valve is burnt? It could just be out of adjustment. If you suspect a valve problem.
1. Adjust your valves.
2. Do a compression test.
3. Do a leakdown test to verify which valve is bad.
I've seen very few bad valves on Kawasaki bikes. The exception would be 1300cc motors and 550 motors that sucked up the choke butterfly.
A few models like the 440 will not start if the airbox isn't connected right or if the carb float level is set too low.

I have a 1980 Kawasaki 750 Twin, i love the bike. I wonder what size yours is. As far as starting... If its a one lunger, then perhaps not. If its a twin or H1 or 2 or in-line 4 I'm sure it will run with one burnt valve.

If you got no compression(it would have to be burnt pretty bad). No compression - no start.
