They share electrons to become stable. They only share outer electrons and they have to equal 8. Because that's how much the outer layer can hold. Elements in Alkali Metals (1) and Halogens(17) can share, Alkaline Earth Metals( 2 )and Chalogens(16), Boron(13) and Nitrogen(15), and No group can bond with the Noble gases(18) group because the valence electrons are already full.
