How does one get a job as a voice over for commercials on the radio or TV?

Put together a tape or CD with some voiced commercials. Send those out to radio stations, TV stations, ad agencies, etc. Offer to do some voice overs for free inorder to break into the business.

Unless you have a unique voice, you might want to become a broadcaster first. Then there are lots of opportunities.
