I can save a photo to appear as by back round but the only time it shows up is when shutting off and turning on the computer it is saved under teh appearance but it dosn't come up .. thanks for any help

Right-click anywhere on the desktop that is not an icon and go to properties. This will bring you to the display properties, once you are there, go to the "web" tab. Uncheck the box that says "show web content on active desktop".
That is... assuming you are running win2000. I can't recall what other operating systems this works on.

save it to my pictures and turn off your screen saver.

try setting it to stretch in settings
