In my opinion it is North Sikkim-you will have to start from Gangtok.It will take at least 1 nt&2 days to cover Lachung,a village at 9000ft and Yumthang,a high valley and Katao,indotibet border.You must go with a reputed travel agent like Marcopolo/Blue Sky.They will charge you arround Rs3500-4000 per head.Try to go arround march to find both snow as well as flowers both.
If you love sea& hills both-try Vizag.

Scenic... etc., etc., you will see it everywhere in the world. Snow mountains, lakes, forests etc.,?. They change only a little from country to country. Everyone will have legs, hands and other limbs. What differentiates each one is their features. That adds the beauty.

You need to see what is unique to India. Unique to India are it's culture and heritage. It lies in ancient structures and temples. I suggest the following.

1. Khujraho
2. Ajanta & Ellora
3. Taj Mahal
4. Hampi, Shravana Belagola
5. Madurai, Rameswaram

Beauty is in the eye of the beholder. If you are looking from scenic point of view, then Kashmir stands a good chance. If you are looking from architectural point, then Chandigarh may stand a chance. From monuments point, Khajuraho, Ajanta, Ellora, Agra, are some of the places. What you like makes that place beautiful.
