I know a lot of web pages saying mean things. It depends what do you mean by 'mean things'. It will help if you give a factual example and from what site.

It depends. If it is a forum, and a poster is posting "mean" things, then you can contact the forum administrator.
If it is a website, you can look for a "contact" section. And then contact the webmaster.
If it is just a website, and you have a problem with the all around content, then there is nothing you can do.
It's freedom of speech.
The only thing you can really have someone get in trouble for is probably threats, or harrasment.

To whom u will report? To the web page owner who created that page saying mean things?.....Ha Ha Ha! I think .....no i m sure u can not report to anyone because internet is not any ONE's property to allow or disallow from creating web pages.....Its open for everyone for everykind of topics BUT its up to u and it is better to say REPORT YOURSELF not to visit those web pages having mean things.

Is it saying mean things about you? If so, then you can contact the webmaster (there should be a link at the bottom of the page) and ask to have the comments removed. If that doesn't work, then you can actually sue to have them removed. Speak to a lawyer if it's important enough to you.

saying mean things? how old are you, no offense.
but there is freedom of speech and people are allowed to go on the internet and say whatever they want, as long as they aren't threats or anything like that.
