No post means the PC wont start at all. You may have a condition where the PC runs through its post sequence and wont boot. When you start your PC, you will here a beep, this is a normal post beep.

No post means that the computer does nothing. No video at all. It might beep in some rhythm, like two beeps and a pause, those are called beep codes and can indicate the source of the problem.

No boot means that the computer runs through the basic start up process (POST (power on self test)) and tries to start the operating system. Then it would give some error like "No bootable devices found" or some operating system file missing.

POST : Power On Self Test is the first job done by a computer when it starts to boot.No POST meas there is a problem with the detection of all necessary hardware of the computer whereas on BOOT means the is a problem whit loading the operating system.

POST means "Power On Self Test". It's what the computer does when it either has the splash screen, or when it shows you a bunch of statistics when your first turn it on.

If the computer is not posting, that means that it will power on but will not get past that initial test. This would denote a hardware issue, often just a loose card or a fried modem.

If the computer is not booting it means that it powers on, runs through the POST routine, but will not go into your operating system(Windows or Mac OS). This could be either hardware or software issue.
