I lost power steering after my belt snapped on the highway. The mechanic said I had to replace the belt and the power steering pump on my 60,000 mile 2000 Mazda Protege since "the pulley wouldn't turn," as he showed me with the car lifted in the air and turned off. Can a power steering pump normally be turned in this situation or is this mechanic trying to take me for ride? Thank you.

oh yeah you can turn your power steering pump by hand with the car turned off it should turn freely with out the belt on it if your not sure tell him you want the old pump and get a second option if all turns out good file a law suit good luck

Id say your mechanic is right, assuming you cannot turn that pulley by hand. Something in the pump has let go, that is why the belt burned out and let go.

Replacing a Power Steering pump in A Mazda Protege is a really nasty difficult job, so Id assume hes not volunteering it if not needed.

Actually what I think happened is your pump locked up, then the belt was being pulled around a pulley that was not rotating, which caused the belt to fail. That belt probably turns the water pump and AC compressor.
If this pump loses fluid it most likely would fail as the fluid acts as a lubricant.
A power steering fluid pump should turn freely.

i own a repair shop,and yes you can turn it,by hand if it didn't turn it was probably locked up on it which is probably what broke the belt on it to start with,but they can be turned by hand,they don't turn real easy but they turn,he,s probably telling you the truth on this one ,good luck i hope this help,s.
