It's not too late . Practice a lot. Sing everywhere you go. I am twice your age and I just started 6months ago. I am much better than when I started. Good Luck and keep your dreams alive. If you believe you can or can not do it... you are right!

It's good that you're starting out now. Most people can start playing their instruments a little earlier, but we singers sometimes need more time to let the body finish growing up before we can really put it to good use. This is especially true for the menfolk, because they have to get through their voice change before they can even start.
Learn all you can about the basics right now, because a good solid foundation is the best start. What if your tried to go into business without knowing math? Or without knowing how to read? So, learn your music!
Since you live in a small town, it'll take some patience. Perhaps, when you're older, you can move to a larger city with a good music school ( check it out on the net! ) for advanced work. Listen to all the recordings you can of famous singers of former times, as well as the newest ones of today. Learn to be picky. when you hear something you like, take the time to analyze why: Is it just the lyrics, or is it the way that person uses their voice? When you hear something you don't like, ask yourself the same thing: why? Is that singer using their voice improperly?
Find out all you can about making your voice sound its best.
Enjoy yourself, and keep singing!

I consider myself very good at singing. You need to find a music teacher. The teacher will help you with the rough spots in your singing. No, 15 isn't to late. As long as you try. You may also want ot practice every day. You will see great improvement.
